Though one could not exhaustively and conclusively define all the attributes of an information/knowledge society, it seems Uganda has made commandable strides to such society. One of the prerequisites of such society is a corps of well-educated, trained and experienced information professionals to manage information and knowledge effectively in that society. Furthermore, the corps must perform professionally and ethically at all times. To fulfill this, an Information Code of Ethics is required. However, Uganda has as yet to establish an ICE (...) because of some reasons. These reasons are outlined in the paper. The ICE has two as-pects: theory and practice. These concepts are explained and related. The LA and the Chartered Institute of Library and Information Professions formerly the LA are studied as living examples. The provisions of these ICEs are briefly explained. In view of the past experience a process of establishing an IME for Uganda is considered. The paper concludes with an outline of the content of an IME for Uganda. (shrink)

John Locke's earliest significant publications appeared between 1686 and 1688 in the Bibliothèque universelle et historique. They were a translation of his New Method of a Commonplace Book, an abridgment of his (as yet unpublished) Essay Concerning Human Understanding, and two reviews, of a medical work by Robert Boyle, and Isaac Newton's Principia. It is likely that he contributed some other book reviews, but these cannot now be identified. An examination of surviving copies of the Bibliothèque universelle et historique (...) shows that it had a very complicated printing history, and both the volumes (tom. 2 and tom. 8) that certainly contain items by Locke were reprinted on several occasions, in some cases in editions that probably have false dates and imprints. Though this article concentrates mainly on the two volumes known to contain material by Locke, a preliminary survey of entire printing history of the journal has also been made, with the results presented in tabular form in Appendix I. In this paper, I give an argument for the view that non-fact entities – such as physical objects, abstract objects, events and so on – can ground other entities. Roughly put, the argument is as follows: those who accept this view can provide a more plausible account of the grounds of identity facts than those who deny this view.

When artificial intelligence (AI) is used to make high-stakes decisions, some worry that this will create a morally troubling responsibility gap—that is, a situation in which nobody is morally responsible for the actions and outcomes that result. Since the responsibility gap might be thought to result from individuals lacking knowledge of the future behavior of AI systems, it can be and has been suggested that deploying explainable artificial intelligence (XAI) techniques will help us to avoid it. These techniques provide humans (...) with certain forms of understanding of the systems in question. In this paper, I consider whether existing XAI techniques can indeed close the responsibility gap. I identify a number of significant limits to their ability to do so. Ensuring that responsibility for AI-assisted outcomes is maintained may require using different techniques in different circumstances, and potentially also developing new techniques that can avoid each of the issues identified. I show that centered propositions—also called de se propositions, and usually modeled as sets of centered worlds—pose a serious problem for various versions of Lewis's Principal Principle. The problem, put roughly, is that in scenarios like Elga's `Sleeping Beauty' case, those principles imply that rational agents ought to have obviously irrational credences. To solve the problem, I propose a centered version of the Principal Principle. My version allows centered propositions to be objectively chancy.

I propose a `stage theory’ of groups: a group is a fusion of group-stages, where a group-stage is a plurality of individuals at a world and a time. The stage theory consists of existence conditions, identity conditions, and parthood conditions for groups.

Integrating personality, behavioral, and cognitive theories of change, the author examines the operations, measurement, and evolution of behavioral and ethical standards that distinguish capitalism from other ideologies.

Retribution involves the presumption that acts of punishment are non-instrumentally good, right, fitting, or justified. On this view, punishment need not be organized in relation to some good outcome or purpose (separate from the act itself or its relationship to past wrongdoing) in order to have moral worth of some kind. Wiegman argues that this view has its roots in ancient psychological impulses like anger and vengefulness. He has argued elsewhere that the evolution of these impulses undercuts our primary reason (...) to believe that punishment is good in itself. Though its actual nature and content remain debatable, the importance of love in human relations is indubitable. This paper attempts an exploration of the phenomenon of love in the institution of marriage in Esan traditional culture. It questions the reality or ontology of love or its epistemic content within the said culture. In other words, the question is, is there love in the Esan traditional marriage system? If there is none, then it is an ontological issue. And if there is, (...) with what epistemological framework can it be accessed? To this end, the paper employs what could be regarded as a working definition of love which could include notions such as commitment, care, intimacy, and self-giving. With this understanding, the paper interrogates the doctrine of love among the Esan people and sets out how gender is implicated in the conception of love and marriage in traditional Esan society. There have been several recent attempts to think about psychological kinds as homologies. Nevertheless, there are serious epistemic challenges for individuating homologous psychological kinds, or cognitive homologies. Some of these challenges are revealed when we look at competing claims of cognitive homology. This paper considers two competing homology claims that compare human anger with putative aggression systems of nonhuman animals. The competition between these hypotheses has been difficult to resolve in part because of what I call the boundary problem: boundaries (...) between instances of psychological kinds (e.g., anger and fear) cannot be directly observed. Thus, there are distinctive difficulties for individuating psychological kinds across lineages. I draw four conclusions from this case study: First, recent evidence from the neuroscience of fear suggests that one of the proposed homologies involves a straightforward conflation of anger and fear. Second, this conflation arises because of the boundary problem. Third, there is an implicit constraint on the operational criteria that is easy to overlook in the psychological case. In this case, ignoring the constraint is part of the problem. Fourth, this is a clear case in which knowledge of homology cannot be accumulated piecemeal. Identifying homologs of human anger requires identifying homologs of fear. (shrink)

People with the kind of preferences that give rise to the St. Petersburg paradox are problematic---but not because there is anything wrong with infinite utilities. Rather, such people cannot assign the St. Petersburg gamble any value that any kind of outcome could possibly have. Their preferences also violate an infinitary generalization of Savage's Sure Thing Principle, which we call the *Countable Sure Thing Principle*, as well as an infinitary generalization of von Neumann and Morgenstern's Independence axiom, which we call *Countable (...) Independence*. In violating these principles, they display foibles like those of people who deviate from standard expected utility theory in more mundane cases: they choose dominated strategies, pay to avoid information, and reject expert advice. We precisely characterize the preference relations that satisfy Countable Independence in several equivalent ways: a structural constraint on preferences, a representation theorem, and the principle we began with, that every prospect has a value that some outcome could have. There has recently been increasing interest in the possibility and ethics of lethal autonomous weapons systems (LAWS), which would combine sophisticated AI with machinery capable of deadly force. One objection to LAWS is that their use will create a troubling responsibility gap, where no human agent can properly be held accountable for the outcomes that they create. While some authors have attempted to show that individual agents can, in fact, be responsible for the behaviour of LAWS in various circumstances, this (...) will not be possible in all cases. This article argues, however, that by assigning responsibilities to group agents operating within the military‐industrial complex, as well as the military‐industrial complex as a whole, we may be able to close the responsibility gap, or at least reduce its costs. Insofar as the potential for responsibility gaps poses an ethical barrier to the development and deployment of LAWS, this argument, if sound, may show their use to be morally permissible in a greater range of cases. The Mathematical Principles of Natural Philosophy.

We present a novel model of individual people, online posts, and media platforms to explain the online spread of epistemically toxic content such as fake news and suggest possible responses. We argue that a combination of technical features, such as the algorithmically curated feed structure, and social features, such as the absence of stable social-epistemic norms of posting and sharing in social media, is largely responsible for the unchecked spread of epistemically toxic content online. Sharing constitutes a distinctive communicative act, (...) governed by a dedicated norm and motivated to a large extent by social identity maintenance. But confusion about this norm and its lack of inherent epistemic checks lead readers to misunderstand posts, attribute excess or insufficient credibility to posts, and allow posters to evade epistemic accountability—all contributing to the spread of epistemically toxic content online. This spread can be effectively addressed if people and platforms add significantly more context to shared posts and platforms nudge people to develop and follow recognized epistemic norms of posting and sharing. For the past fifty years anxiety over naturalism has driven debates in social theory. One side sees social science as another kind of natural science, while the other rejects the possibility of objective and explanatory knowledge. _Interpretation and Social Knowledge_ suggests a different route, offering a way forward for an antinaturalist sociology that overcomes the opposition between interpretation and explanation and uses theory to build concrete, historically specific causal explanations of social phenomena.

My aim in this paper is to give a philosophical analysis of the relationship between contingently available technology and the knowledge that it makes possible. My concern is with what specific subjects can know in practice, given their particular conditions, especially available technology, rather than what can be known “in principle” by a hypothetical entity like Laplace’s Demon. The argument has two parts. In the first, I’ll construct a novel account of epistemic possibility that incorporates two pragmatic conditions: responsibility and (...) practicability. For example, whether subjects can gain knowledge depends in some circumstances on whether they have the capability of gathering relevant evidence. In turn, the possibility of undertaking such investigative activities depends in part on factors like ethical constraints, economical realities, and available technology. In the second part of the paper, I’ll introduce “technological possibility” to analyze the set of actions made possible by available technology. To help motivate the problem and later test my proposal, I’ll focus on a specific historical case, one of the earliest uses of digital electronic computers in a scientific investigation. I conclude that the epistemic possibility of gaining access to scientific knowledge about certain subjects depends (in some cases) on the technological possibility for making responsible investigations. This study assessed the extent to which college students, tomorrow's executives, agreed with various commonly heard assertions regarding the tactics of those climbing the corporate career ladder. The study used essentially the same data collection instrument as that used in a recent study of business executives. The results indicate a highly significant relationship of the opinions to church affiliation, citizenship, and race of the subjects. Moderate levels of significant opinion differences related to the subjects' school, age, social class, and gender. (...) Can this term be defined so that it will be consistent with empirical evidence and a valid instrument in the hands of future economic researchers and policy makers? In this volume a distinguished American economist presents a new theory of the consumption function, tests it against extensive statistical J material and suggests some of its significant implications.Central to the new theory is its sharp distinction between two concepts of income, measured income, (...) or that which is recorded for a particular period, and permanent income, a longer-period concept in terms of which consumers decide how much to spend and how much to save. Milton Friedman suggests that the total amount spent on consumption is on the average the same fraction of permanent income, regardless of the size of permanent income. The magnitude of the fraction depends on variables such as interest rate, degree of uncertainty relating to occupation, ratio of wealth to income, family size, and so on.The hypothesis is shown to be consistent with budget studies and time series data, and some of its far-reaching implications are explored in the final chapter. Servant leadership has been theorized as a model where the moral virtue of humility co-exists with action-driven behavior. This article provides an empirical study that tests how these two apparently paradoxical aspects of servant leadership interact in generating follower engagement, while considering the hierarchical power of the leader as a contingency variable. Through a three-way moderation model, a study was conducted based on a sample of 232 people working in a diverse range of companies. The first finding is that humble (...) leaders showed the highest impact on follower engagement regardless of their hierarchical position. Less humble leaders in lower hierarchical positions seem to be able to compensate for that through a strong action-oriented leadership style. Most notably for leaders in high hierarchical positions, the moral virtue of humility seems to strengthen the impact of their action-oriented leadership the most. These findings provide empirical support and a better understanding of the interplay between the moral virtue of humility and the action-oriented behaviors of servant leadership. (shrink)

Criminal justice systems have traditionally relied heavily on human decision-making, but new technologies are increasingly supplementing the human role in this sector. This paper considers what general limits need to be placed on the use of algorithms in sentencing decisions. It argues that, even once we can build algorithms that equal human decision-making capacities, strict constraints need to be placed on how they are designed and developed. The act of condemnation is a valuable element of criminal sentencing, and using algorithms (...) in sentencing – even in an advisory role – threatens to undermine this value. The paper argues that a principle of “meaningful public control” should be met in all sentencing decisions if they are to retain their condemnatory status. This principle requires that agents who have standing to act on behalf of the wider political community retain moral responsibility for all sentencing decisions. While this principle does not rule out the use of algorithms, it does require limits on how they are constructed. (shrink)

Typicality is routinely invoked in everyday contexts: bobcats are typically short-tailed; people are typically less than seven feet tall. Typicality is invoked in scientific contexts as well: typical gases expand; typical quantum systems exhibit probabilistic behaviour. And typicality facts like these support many explanations, both quotidian and scientific. But what is it for something to be typical? And how do typicality facts explain? In this paper, I propose a general theory of typicality. I analyse the notion of a typical property. (...) I provide a formalism for typicality explanations, and I give an account of why typicality explanations are explanatory. Along the way, I show how typicality facts explain a variety of phenomena, from everyday phenomena to the statistical mechanical behaviour of gases. El presente trabajo estudia la concepción erótica de la subjetividad en la Fenomenología del espíritu de Hegel. Las tesis que intentamos mostrar son dos. La primera es que la concepción erótica de la subjetividad tiene un sentido muy restringido: es la referencia negativa y puramente inmediata a la cosa viva, la aniquilación del objeto natural que no alcanza la completa negación del ser-otro porque la dimensión erótica de la subjetividad requiere e implica la autonomía del objeto en cuestión. La segunda (...) tesis es que, en cuanto posicionamiento práctico y negativo de la autoconciencia respecto de su objeto, la concepción erótica de la subjetividad no se limita al Capítulo IV, aunque es en este último, y específicamente en su parte introductoria, donde se establecen los caracteres propios de dicha concepción.
